Uncovering women’s experiences in artisanal and small-scale mining in Central and East Africa

This GrOW-funded project by Carleton University, Partnership Africa Canada and the Development Research and Social Policy Analysis Centre, aims to provide an in-depth understanding of women’s economic roles in artisanal and small-scale mining in the Democratic Republic of the Congo, Rwanda, and Uganda. Researchers will explore conditions that shape women’s access to economic resources and how these are affected by regulatory policies and reforms. Learn more about this project in this short video. The GrOW program supports research that generates new evidence on women’s economic empowerment, gender equality, and economic growth in low-income countries. In the province of Benguet in northern Philippines, small-scale gold mining has been an important source of livelihood for centuries for indigenous communities. Artisanal and labor intensive, most of Philippine gold is still extracted with the simplicity of picks, shovels, human hands, and water; sometimes just besides large mining corporations. Men are thought of as the usual prominent actors in these communities. This documentary corrects this misimpression. Women miners are as essential to small-scale mining as the male workers. And unlike men, they must combine numerous daily responsibilities, in the household, the field, and the mine. However, these duties are balanced neither with compensation nor representation, in the family as well as in the community. This documentary is a story of the women miners of Itogon, Benguet who have moved mountains and have kept pushing on, how they have transcended the weariness of the body and the strictures of gender to live a life in their own terms and to unselfishly care for others.

Southern Voices Network Scholar, Maame Esi Eshun says that focusing on the role of women and improving conditions for those involved in artisanal mining in Africa can provide a major boost to regional peacebuilding efforts. Her findings and call to action provide the focus for this edition of Wilson Center NOW. Guest Maame Esi Eshun is a Southern Voices Network Scholar with the Wilson Center’s Africa Program and a Research Associate at the African Center for Economic Transformation (ACET). Her focus is on the implementation and coordination of the research and analytical work stream of the Extractive Resource Service (ERS) Program. She also serves as the ERS focal person on research and case studies carried out by third parties on behalf of the ERS. Ms. Eshun holds an M.Phil. degree in Economics and a B.A. degree in Economics from the Kwame Nkrumah University of Science and Technology (KNUST), Ghana. Host John Milewski is the executive producer and managing editor of Wilson Center NOW and also serves as director of Wilson Center ON DEMAND digital programming. Previously he served as host and producer of Dialogue at the Wilson Center and Close Up on C-SPAN. He also teaches a course on politics and media for Penn State’s Washington Program.

Not to mention societal barriers placed that make it difficult for women to penetrate the mining industry. Yet some women are overcoming all these barriers and one of them is 73 year old Tracey Duro. This story looks at how she got into mining and some of the challenges she faced as a woman miner.

The Philippine deposits of gold, copper, chromium and nickel are considered as the 5th largest in the world. In 2009, the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR) estimated the country's gold reserves at 5,080,785,289 tons, based accordingly on the bureau's consolidation of resource inventory data supplied by mining companies. Forty provinces that have gold deposits practice different ways of mining gold that has been hand down from their ancestors since 3rd century. The Artisanal and Small-scale Gold Mining (ASGM) is very common to the rural areas of the Philippines because of the constant surge in the price of gold and easy way out of poverty. ASGM, which occurs in more than 70 countries, provides income to an estimated 10 - 15 million miners including 4.5 million women and 1 million children. The sector produces about 500 to 800 tonnes of gold per annum, which accounts for about 20 to 30 percent of the world's gold supply. Despite of this, destruction of environment and human health is at stake. The use of mercury (Hg) in ASGM posed a very dangerous threat to the health of the miners. It contains potent neurotoxin that impairs brain function, lowers intelligence and causes hearing loss. It also affects women in terms of miscarriages and birth defects. This element also destroys the environment by polluting freshwater bodies. Moreover, small scale mining practices such as the use of dynamite in making tunnels is one of the cause of landslides and degradation of the mountain. This photo story will focus on the environment and health issues pose by the artisanal and small-scale gold mining practices in the Philippines and it will also showcase how the players such as the miners, townspeople and the government are dealing with it. My objective in making this story is to educate the people about the reality that small scale mining is dangerous but a kind of livelihood that is essential in the national development of the country. It aims to call on the attention of the government to regulate and supervise this kind of livelihood for the benefit of the miners and the companies.

Environment Secretary Roy Cimatu ordered a stop to all small-scale mining operations in Itogon, Benguet following the death and entrapment of miners due to landslides in the town caused by Typhoon Ompong (Mangkhut). "I officially ordered cease and desist of illegal small-scale minng operations in the whole of Cordillera Administrative Region," said Cimatu on Monday, September 17 in a press briefing in Benguet. Cimatu also ordered the revocation of small-scale mining permits issued for mining areas in Itogon. "By virtue of what happened, I am revoking those permits, effective today," he said. In Uganda, millions of women work in small-scale mining. But women’s roles are often ignored in this male-dominated industry. Mining is an important source of income for women and their families, yet they are usually limited to activities where they earn less than men. Despite the odds, women like Mariam Nakacho have managed to break away from these roles. Her work at an artisanal gold mine in central Uganda has enabled her to earn a decent living. “Now I have a furnished home and I can pay for my children’s school fees.” But women in artisanal mining face many challenges because of their gender. Women typically work in isolation, making them vulnerable to attacks.“There are no toilets, no healthcare, and no services. Sanitation is a big problem. And we’re always scared of being raped or robbed,” Mariam says. Researchers believe that understanding women’s roles in artisanal and small-scale mining and drawing attention to the many barriers they face, will provide policymakers with evidence to help women like Mariam live and work safely while earning a fair living. The battle over mining for gold in Marmato

The town of Marmato, in Central Colombia, sits on top a mountain of gold. Its people have been living off of it for centuries, mining the precious metal through mostly small scale, artisanal operations. But as the country is increasingly relying on its mineral resources to fuel the economy, multinational mining companies have set their sights on places like Marmato to install open air mines that would literally swallow the landscape. According to some estimates, it would take about 20 years to extract all the gold from the mountain, wiping out the town and its 10,000 inhabitants in the process. The imminence of this news weighs heavily on the people of Marmato, who are organizing to fight back and prevent this from happening. Correspondent Toby Muse traveled to the Colombian Andes Mountains to report on this story for Americas Now. Despite government attempts to regulate mining, illegal pits are still commonplace. They lack even the most basic health and safety and workers are exposed to toxic mercury fumes. Dirty water causes skin diseases and they live with the constant threat of being buried alive. Workers continue to take these risks day after day, because there is no other source of income. Many of the gold miners are children whose families can’t afford to send them to school. Some gold is panned on the surface, but a lot has to be extracted from underground. To do that, prospectors dive into narrow, mud-filled shafts, uses snorkelling masks and long tubes too breathe. If the mine collapses, they have no chance of escape. They have a saying here, ‘while you’re down the mine, you have one foot in the grave’. Several miners have already died that way, others from respiratory diseases caused by inhaling mercury fumes. The toxic metal is used in gold extraction with no safety precautions, so it poisons the air, the ground and the water, causing long-term harm to the whole community. Another danger to the inhabitants of Paracale comes from disused mines, abandoned and left open, waiting for unsuspecting victims to fall in. The business takes its toll on workers, their families and the community. They have been known to demonstrate, demanding safer working conditions, better pay and other job opportunities, but change is slow. Meanwhile, extreme poverty among people who produce one of the world’s most precious metals leaves them no option but to continue with this pitiless occupation. Kenya intends to ban the use of mercury in the artisanal and small-scale gold mining to protect workers and conserve the environment.With research showing that small-scale gold miners in Kenya are among the most exposed to mercury in the world, the government has instituted measures to phase out use of the toxic chemical in gold mining.According to Mining Principal Secretary John Omenge, the government is putting in place a legal framework that will outlaw the use of mercury in the subsector.“The government is committed to phasing out the use of mercury among artisanal gold miners because of growing health concerns.For this we are putting in place a legal structure to stop use of mercury,” he said.He said that through a grant from the Global Environment Facility (GEF) in partnership with the Jomo Kenyatta University of Agriculture and Technology, research is ongoing to find alternative ways to extract gold.The GEF is spearheading the campaign to stop the use of mercury by artisanal miners and has set up a $45 million fund to support governments creating policies and market incentives that favour gold which uses less or no mercury in its extraction.The use of mercury is the most common method used by small scale miners in recovering gold nuggets from soil and sediment.Mercury and gold settle to form an amalgam, then the gold is extracted by vapourising the mercury through heating.The miners use rudimentary equipment — blowtorch or stoves at home.The miners inhale the vapour from the amalgamation, to the detriment of their health.Cyanide, another dangerous substance, is used by such miners on tailings (waste ore) to extract more gold that combines with mercury to make compounds dispersed in water and taken up in the human food chain.Uganda, Tanzania, Ethiopia and Burundi have also announced plans to phase out use of mercury in artisanal mining of gold.According to the World Health Organisation, prolonged and high exposure to the chemical by inhalation damages the nervous, digestive and immune systems.Pregnant women also risk giving birth to babies with congenital diseases.It can also contaminate water bodies and subsequently all fish.When ingested, mercury can accumulate in living organisms and serious damage the nervous system.Kenya, Burkina Faso, Colombia, Guyana, Indonesia, Peru, Mongolia and the Philippines are some of the countries that use mercury for gold extraction.Across the globe, there are about 15 million artisanal and small scale gold miners, five million of whom are women and children.It is estimated that 1,400 tonnes of mercury is released into the environment annually by some 70 countries that use it in extracting gold. #Kenya, #mercury, #gold, #mines
