As of 2018, this is not true for the most popular public-key algorithms, which can be efficiently broken by a sufficiently strong hypothetical quantum computer. The problem with currently popular algorithms is that their security relies on one of three hard mathematical problems: the integer factorization problem, the discrete logarithm problem or the elliptic-curve discrete logarithm problem. All of these problems can be easily solved on a sufficiently powerful quantum computer running Shor's algorithm. Even though current, publicly known, experimental quantum computers lack processing power to break any real cryptographic algorithm, many cryptographers are designing new algorithms to prepare for a time when quantum computing becomes a threat. This work has gained greater attention from academics and industry through the PQCrypto conference series since 2006 and more recently by several workshops on Quantum Safe Cryptography hosted by the European Telecommunications Standards Institute (ETSI) and the Institute for Quantum Computing.In contrast to the threat quantum computing poses to current public-key algorithms, most current symmetric cryptographic algorithms and hash functions are considered to be relatively secure against attacks by quantum computers. While the quantum Grover's algorithm does speed up attacks against symmetric ciphers, doubling the key size can effectively block these attacks. Thus post-quantum symmetric cryptography does not need to differ significantly from current symmetric cryptography. See section on symmetric-key approach below.

The title of this panel is a variation on John Dewey’s 1927 book “The Public and Its Problems” in order to direct attention to the political turmoil that is connected to the logic of capitalism. As it is less and less tenable for progressive analyses to evade questions of money and finance, the question is increasingly what forms such politicization should or can take. Among the more prominent perspectives to have emerged in recent years is a neo-chartalism that emphasizes the role of public authority in the production of money and that views the most troubling policies of the neoliberal era as resulting from a misunderstanding of the ontology of money (for instance, political anxiety around deficits is seen to derive from the failure to appreciate that money is an accounting convention rather than a metallic substance). This panel will offer a number of sympathetic but critical engagements with the chartalist provocation, following its lead in foregrounding the question of the relationship between money and the public while exploring this connection through a series of different lenses. Recently the computing and ethics communities have come to realize that computing ethics (a topic of interest to ACM since the 1950s) is more complicated than we thought, and that there are a wide range of ethical challenges prompted by recent innovations. Algorithms may have unintended biases, with considerable social impact. Autonomous vehicles have to make ethical decisions (whether to protect the pedestrian or the passenger) formerly left to human drivers. Seemingly harmless research experiments on computing systems can harm humans. Ultra was the designation adopted by British military intelligence in June 1941 for wartime signals intelligence obtained by breaking high-level encrypted enemy radio and teleprinter communications at the Government Code and Cypher School at Bletchley Park. Ultra eventually became the standard designation among the western Allies for all such intelligence. The name arose because the intelligence thus obtained was considered more important than that designated by the highest British security classification then used and so was regarded as being Ultra secret. Several other cryptonyms had been used for such intelligence. British intelligence first designated it Boniface—presumably to imply that it was the result of human intelligence. The U.S. used the codename Magic for its decrypts from Japanese sources. Much of the German cipher traffic was encrypted on the Enigma machine. Used properly, the German military Enigma would have been virtually unbreakable; in practice, shortcomings in operation allowed it to be broken. The term "Ultra" has often been used almost synonymously with "Enigma decrypts". However, Ultra also encompassed decrypts of the German Lorenz SZ 40/42 machines that were used by the German High Command, and the Hagelin machine and other Italian and Japanese ciphers and codes such as PURPLE and JN-25. For years, legal wiretapping was straightforward: the officer doing the intercept connected a tape recorder or the like to a single pair of wires. The changing structure of telecommunications and new technologies such as ISDN and cellular telephony made executing a wiretap more complicated for law enforcement, and such simple technologies would no longer suffice. In response, the US passed the Communications Assistance for Law Enforcement Act (CALEA), which required that wiretapping capabilities be built into digital telephony switches. (Europe has similar requirements.) With new real-time communications technologies using packet-switching technologies, law enforcement has claimed it is "going dark." Several years ago, the FBI proposed changes in wiretap laws to require a CALEA-like interface in Internet software. By requiring an architected security breach, such a "solution" would, in fact, create a great insecurity in all communications technology. I will present an alternative, namely using current vulnerabilities in order to wiretap. In this talk, I will discuss the technology issues and policy implications.
