“MINING MUST MAKE AFRICA PROSPEROUS NOT POOR” – PRESIDENT AKUFO-ADDO The President of the Republic, Nana Addo Dankwa Akufo-Addo, says the mining industry has what it takes to help make the economic transformation sought after in Africa, and, thereby, make the African peoples prosper. Speaking at the 2019 edition of the Investing in African Mining Indaba, the world’s largest mining investment conference, on Tuesday, 5th February, 2019, President Akufo-Addo stated that it is not right that Africa, which is so rich in the minerals that are sought after by the world, should remain inhabited by the poorest people on the globe. Whilst acknowledging that African countries have not always done well in the negotiations with the companies that have mined her minerals in the past, African, today, has come of age, and should not have to give unusual tax and royalty incentives, and mining companies should not expect to make extraordinary profits on the continent. That is why he told the gathering that, on 22nd January, 2019, the re-opening of the AngloGold Ashanti mine in Obuasi was done under an agreement that balances more fairly the interests of the two sides, that is the Government of Ghana and AngloGold Ashanti. “As I said at the ceremony, it is my hope and expectation that, this time round, under the new management of AngloGold Ashanti, the development of Obuasi will reflect the wealth its soil produces,” he added. Minerals, President Akufo-Addo explained, are a public resource, and the negotiations between countries and companies should be transparent, accessible and easily understandable by citizens, and that it should be done in language that does not need to be interpreted by experts. “Communities should be able to examine mining contracts, find out how much revenue has been generated, and how, and on what it is being spent,” he said, adding that “long and bitter experience means both sides, African governments and mining companies, have to work hard to gain the trust of the people.” With countries like Canada, Australia, the Americas and South Africa having spectacular examples of considerable wealth created amongst individuals and corporations as a result of significant discoveries in far-away lands, President Akufo-Addo stressed that “mining, can help rapidly to grow Africa’s manufacturing sector, and be the champion of economic growth on the continent.” This, he added, will not happen if Africa remains the place to come and dig minerals that are exported in their raw condition to be processed outside. “We cannot, and should not continue to be merely exporters of raw materials to other countries. The value chain of mineral extraction has great potential for job-creation, and can form an essential basis for the transformation of economies around the continent,” he added. Introducing the World’s Single Largest Gold Producer
The two largest gold miners – Barrick and Newmont Mining – announced a joint venture (JV) in their Nevada operations to create the world’s single largest gold producer with a reserve base of 48 million ounces in the ground. The JV is estimated to save both companies $500 million in the first five years of operations due to sharing resources and tax breaks. This news follows weeks of drama after Barrick offered a hostile, all-share bid to take over Newmont. Frank comments that the JV is a much better alternative, rather than have the two companies battle it out in the capital markets. Frank also says that a big winner from this news will be Franco-Nevada Corp, which owns royalties on several of the mines in the Nevada complex.

Endeavour Mining targeting top spot among Africa’s gold players
Neil Woodyer, chief executive of Endeavour Mining (TSE:EDV), believes the company can become Africa’s premier gold miner over the long run. Endeavour owns five gold mines producing 580,000 ounces per year in Côte d’Ivoire, Mali and Ghana and Burkina Faso. Meanwhile its Houndé Project in Burkina Faso is fully permitted and has a 2.1mln ounce reserve and the potential to produce 190,000 ounces per year over 10 years. Speaking to Proactive, Woodyer says the business is undervalued but should start to attract more interest from investors by growing cash flow and profits, extending mine lives by adding reserves & resources and seeing an up-tick in the gold price.

The true cost of this exploitation is magnified by the reality that many African countries are heavily reliant on their mineral exports. According to the Bank of Ghana, the country’s share of the wealth that goes to the communities directly impacted by the mining is 0.11%, and the government of Ghana received a total of less than 1.7% share of the global returns from its own gold. It is not the “corruption” of the government officials that brings Ghana only 1.7% of the gold revenues to the State’s coffers. Nigeria Loses Billions In Cut Price Solid Minerals deals -- Report
Nigeria has lost over N4 billion to faulty royalty payments in the solid minerals sector. This is part of the key findings in the just released solid minerals sector report for the period 2007-2010 by the Nigeria Extractive Industries Transparency Initiative (NEITI). In the report, NEITI said the benchmark used for the calculation of royalty payments are not the current market value in the solid minerals sector. According NEITI's report, the amount used for the calculations of royalty payment for all mineral deposits are long overdue for review. The area of concern in the sector as highlighted in the report is the monopoly of construction companies in quarry sites and cement manufacturing. The report also blamed the leakage of royalty payment on the lack of synergy among the federal and state mining departments allowing illegal mining to flourish.

The informal settlement of Masakhane in Mpumalanga Province in South Africa is located less than 500 metres away from the coal-fired Duvha power station. The population of Masakhane is highly affected by the pollution and environmental damage caused by the power station. Before the mining and power station developments, families had access to and control over the land, even if they did not own it. Farming used to be the main source of livelihood for the majority of the population of Masakhane. Today, mining companies and investors own most of the land, and as a direct consequence people have lost a lot of their farming and grazing land. On 22 May 2013 Menas Associates hosted our fourth event with Clyde & Co entitled "the geo-economic shifts in West Africa." As Asian and South American companies invest billions of dollars in energy, industry and mines in West Africa, the region is becoming vastly more competitive for Western companies. Governments across the region are demanding better deals from companies on taxes and royalties as well as technology transfer and local content. At the same time, civic activists and opposition politicians are demanding far higher standards of transparency and accountability from companies and governments. A new generation of leaders, Presidents Jonathan and Mahama in Nigeria and Ghana respectively, and Ouattara and Condé in Côte d'Ivoire and Guinea, all publicly back economic and political reform but insist jobs are the top priority. Although West Africa's economies have been growing at an average of over 6% a year for a decade, they have not generated enough new jobs to keep pace with population growth. The jobs crisis has worsened other causes of regional instability: trans-border crime such as drugs and people trafficking; political/religious insurgencies; environmental degradation and despoliation; poor provision of health and education in rapidly urbanising areas. Our speaker Patrick Smith examined the reform record of governments in Nigeria, Ghana, Côte d'Ivoire and Guinea; the strengths and weaknesses of the incumbent governments; the main arguments over policy and who's winning; and prospects for political change in the next round of elections. Patrick Smith is a senior associate at Menas Associates, publisher of Africa Confidential and Africa-Asia Confidential, and Editor-in-Chief of the Paris-based Africa Report since 1991. He has lived and worked in West, East and Southern Africa for more than 30 years.
