In today's NTD China News, Xi Jinping wraps up his overseas trip with multi-million dollar trade deals in the Democratic Republic of Congo. Two people in Shanghai have died after catching the H7N9 virus, a rare strain of bird flu. The men, aged 87 and 27-years-old, died in early March, but China's health authorities did not release the news until March 31st. The United Nation's Human Rights Committee has given an assessment of Hong Kong's rights and freedoms, including the region's right to universal suffrage in 2017. At least 36 bodies have been uncovered from a massive landslide in Tibet. It happened at a gold mine early last Friday, burying 83 miners. China's Defense Ministry says two pilots have been killed after their Russian-made SU-27 fighter jets crashed on Sunday in eastern Shandong province. China's home prices have continued to rise in March, as several cities announce measures to implement rules to curb housing speculation. New studies are finding the link between China's severe air pollution and the number of birth defects. Police in eastern Zhejiang province are cracking down on "Chinese-style street crossing", in a bid to enforce traffic rules. Shen Yun Performing Arts has brought China and it's 5,000 years of traditional culture to Frankfurt, Germany, showing a new side of China to those who know China in its modern day form. India According to the World Gold Council, the Bank of India currently holds 557.7 tons of gold. It is one of the largest stores of gold in the world! This makes up 9.9 % of the country’s total foreign reserve. Foreign exchange reserves is money or other assets held by a nation’s central bank so they can back the national currency. India, home to 1.25 billion people, is the number one largest consumer of the precious metal. Furthermore, India is one of the most reliable drivers of global demand. For example, India’s festival and wedding season, which runs from October to December, has historically been a major market for gold. And probably, one of the most interesting facts about India and gold is that India rarely invests much in gold. This is because as a country, India operates under the belief that buying gold leads to a deficit. And their belief must be proving right as things also seem to be improving for India. For instance, if you look at the last few years, India has increased its gold reserves from 557.74 to 557.77. While this might not seem like a lot, India is also at its highest point in history! In addition to what the country holds, Indian households which are considered the world’s largest hoarders of gold, hold a record 23,000-24,000 tons, which is worth about $800 billion. 9.) Netherlands In the past few years, the Netherlands has held 52% of its foreign reserve in gold. The Netherlands has a reported 612.45 tons. In 2016 it was reported that the bank was looking for a place to store all its gold because they were going to renovate the vaults and needed to moving it. The Dutch central bank is planning to move the country’s gold reserves from the center of Amsterdam to a new complex called the Cash Center. Like most countries, Dutch gold is also held in banks around the world to reduce risk. Security measures to guard the gold 24/7 have become a problem in Amsterdam. 189,000 kilos of gold will be moved at the beginning of 2022. Maybe this is one reason that over the last decade and a half, the Netherlands was selling off tons of gold in order to reduce its reserve. However, there weren’t that many buyers out there and they sold less than the country wanted. More recently the country has had less ambition to sell gold. Currently, the country holds the same amount of tons, 612.45 that they have over the last few years. However, the country has increased its percentage of foreign reserves to 61.2 %. 8.) Japan Japan is another country which had been increasing its gold reserves since the 1960’s. Their official gold holdings were reported at 765.2 tons. About 2.4% of Japan’s gold today is in foreign reserve. Historically, Japan has always held a bit more gold than other countries. This was true until 2011, when they began to sell some of their reserve in order to pump money into the economy after the tsunami and the following Fukushima nuclear disaster. But even with selling, Japan’s central bank has been one of the most aggressive practitioners of quantitative easing. For example, in January of 2016, it lowered interest rates below zero, which has helped fuel demand in gold around the world. 7.) Switzerland Prior to 1997, Switzerland was steadily building its gold reserves. In 1997, the decision was made to sell some of those reserves to bolster the Swiss currency and diversify the foreign reserves. The percent of foreign reserves in Switzerland is currently 6.7 %. Switzerland actually has the world’s largest reserves of gold per capita and currently has reported 1,040 tons. Over time, many citizens in the country started to feel like the bank was getting rid of too much gold. They then banded together with the “Save the Swiss” movement. However, once everyone was able to vote in 2014, the vote came to a no, and gold continued to be sold. During World War II, Switzerland became the center of the gold trade in Europe, making transactions with both the Allies and Axis powers. Today, much of its gold trading is done with Hong Kong and China. Around last year, the Swiss National Bank made a $5.9 billion profit, reportedly from its gold holdings. In which John discusses the US national debt, the federal budget deficit, plans for shrinking or eliminating the deficit, and tries to provide some context to the political rhetoric and statistics that are constantly thrown around in an election season. Along the way, I hope you'll understand why the United States' sovereign debt hasn't led us to an economic crisis, but also why budget deficits need to shrink in order to ensure that credit remains inexpensive and the US continues to enjoy the trust of the world economy. (Friendly reminder: Educational videos, by extensive precedent, are allowed to be longer than 4:00.) Here's why I think the gold standard is a bad idea: 1. By restricting money supply to the supply of gold, you risk shrinking the money supply just because of a shock leading to a disruption in supply from mining. This creates a lot of volatility in the money supply for no reason. 2. The gold standard limits a government's ability to respond to changes in the market, which can (and has) led to unescapable deflationary spirals. 3. Wukan made headlines last year after villagers threw out local Party officials for selling their land...after a villager was beaten to death in police custody. Now the elections are being watched to see if villagers can elect a village committe of their choice...without interference from local authorities. Residents in Wukan village, Guangdong Province gathered at a local theater to hear electoral candidates give their speeches on Wednesday. Around 20 candidates are vying to be officials ahead of an election of a new village committee. One candidate vowed to serve the people, protect their rights and take back the farmland that was illegally sold by corrupt officials and businessmen. In December, Wukan villagers clashed with local authorities over illegal land grabs, and barricaded themselves in for 10 days. Guangdong provincial authorities resolved the conflict by replacing Wukan's leadership with a rebel leader named Lin Zuluan, a villager who led the protests. But tensions still remain in the village. Some villagers are afraid of leaving their homes and claim that they have been followed and questioned by authorities. One protest leader claimed to have been abducted and jailed by police for two weeks. Despite the tensions, locals are looking forward to the local election as it gives hope against future abuse of government power and corruption.

The problem of illegal mining,known in our local parlance as GALAMSEY is a menace swiftly causing irreparable damage to our forests and communities. The worst form of it involving foreigners such as Chinese and other nationals is rearing its ugly head in our country and the earlier we confront it head on, the better. I was, once again, utterly dismayed by what I witnessed today when I personally led a team of Military and Police men to one of the villages near Obuasi where the Chinese Galamsey Operators have impudently taken over the farm land of the people,terrified them with pump action guns,destroyed their crops and contaminated the only source of drinking water in the name of illegal mining. Numbering about six, the Chinese claimed they had a Ghanaian partner who took them to the village without the notice of the Minerals Commission and the MLNR. To serve as a major deterrent to all,some of their equipment were destroyed at the scene, others confiscated and the Chinese are currently in police custody ready to face the full rigours of the law. Friends,are we being fair,patriotic or nationalistic if we as Ghanaians lead other nationals to come and take away the livelihood of our fellow Ghanaians just in the name of money?

But many climate-change alarmists seem to claim that all climate change is worse than expected. This ignores that much of the data is actually more encouraging than expected. Yes, Arctic sea ice is melting faster than the models expected. But models also predicted that Antarctic sea ice would decrease, yet Antarctic sea ice is increasing. Yes, sea levels are rising, but the rise is not accelerating—if anything, two recent papers, one by Chinese scientists published in January 2014, and the other by U.S. scientists published in May 2013, have shown a small decline in the rate of sea-level increase. We are often being told that we’re seeing more and more droughts, but a study published in March 2014 in the journal Nature actually shows a decrease in the world’s surface that has been afflicted by droughts since 1982. Facts like these are important because a one-sided focus on worst-case stories is a poor foundation for sound policies. Hurricanes are likewise used as an example of things getting worse. But look at the U.S., where we have the best statistics: if we adjust for population and wealth, hurricane damage during the period of 1900-2013 actually decreased slightly. At the U.N. climate conference in Lima, Peru in December 2014 attendees were told that their countries should cut carbon emissions to avoid future damage from storms like Typhoon Hagupit, which hit the Philippines during the conference, killing at least 21 people and forcing more than a million into shelters. Yet the trend for strong typhoons around the Philippines have actually declined since 1950, according to a study published in 2012 by the Journal of Climate. Again, we’re told that all things are getting worse, but the facts don’t support this. This does not mean that global warming is not real, or a problem, but the one-sided story of alarmism makes us lose focus. If we want to help the world’s poor, who are the most threatened by natural disasters, it’s less about cutting carbon emissions than it is about pulling them out of poverty. The best way to see this is to look at the world’s deaths from natural disasters over time. In the Oxford University database for death rates from floods, extreme temperatures, droughts, and storms, the average in the first part of last century, was more than 130 dead every year per million people. Since then, the death rates have dropped 97 percent to a new low in the 2010s of less than 4 per million. The dramatic decline is mostly due to economic developments that help nations withstand catastrophes. If you’re rich like Florida, a major hurricane might cause plenty of damage to expensive buildings, but it kills few people and causes only a temporary dent in economic output. If a similar hurricane hits a poorer country like the Philippines or Guatemala, it kills many more people and can devastate the economy. So let’s be clear. Climate change is not “worse than we thought.” That doesn’t mean it’s not a reality or not a problem. It is. But the narrative that the world’s climate is changing from bad to worse is unhelpful alarmism that prevents us from focusing on smart solutions. Kevin Rudd ─ Understanding China under Xi Jinping

Kevin Rudd served as Australia’s 26th Prime Minister (2007-2010, 2013) and as Foreign Minister (2010- 2012). He led Australia’s response during the Global Financial Crisis, reviewed by the IMF as the most effective stimulus strategy of all major economies. Australia was the only major developed economy not to go into recession. Kevin was a co-founder of the G20, established to drive the global response to the crisis, and which through its actions in 2009 prevented the global economy spiraling into depression. As Prime Minister and Foreign Minister, he was active in regional and global foreign policy leadership. He was a driving force in expanding the East Asia Summit to include both the US and Russia in 2010, having in 2008 launched an initiative for the long-term transformation of the EAS into a wider Asia Pacific Community. On climate change, Kevin ratified the Kyoto Protocol in 2007 and legislated in 2008 for a 20% mandatory renewable energy target for Australia. He represented Australia at the 2009 Copenhagen Climate Change Summit which produced the Copenhagen Accord, for the first time committing states to not allow temperature increases beyond two degrees. Kevin is now President of the Asia Society Policy Institute in New York. ASPI is a “think-do tank” dedicated to second track diplomacy to assist governments and businesses on policy challenges within Asia, and between Asia, the US and the West. He is also Chair of the Independent Commission on Multilateralism where in 2015-6 he led a review of the UN system. Also a Senior Fellow at the Harvard Kennedy School, Kevin in 2014-15 completed a major policy report on “Alternative Futures for US-China Relations.” He is a Distinguished Fellow at Chatham House in London, a Distinguished Statesman with the Center for Strategic and International Studies in Washington, and a Distinguished Fellow at the Paulson Institute in Chicago. Kevin is a member of the Comprehensive Test Ban Organization’s Group of Eminent Persons. He is proficient in Mandarin Chinese, English and French and serves as a Visiting Professor at Tsinghua University in Beijing, and co-Chairs the China Global Affairs Council of the World Economic Forum. Well now the whisper needs to turn to a scream -- All Change In China! In many respects China is to blame for the economic melt down in two thousand and eight. By swamping the Western world with their low priced exports and investing the proceeds in US treasury bonds, they provided the cheap finance that allowed America to gorge its way to biblical levels of debt. In a normal democracy the profits from those exports would have been directed into more productive assets than the greenback and interest rates on US bonds would have had to rise. But China is no democracy, normal or otherwise. It's even more centrally controlled than our economy. Its riddled with corruption. And there's a huge shadow banking sector that's grown up to address the commercial needs of businesses who don't fit into the state's neat little boxes when government funds are being handed out. In October 2012 China went through the nearest thing they ever get to a general election. There was a carefully managed and far from transparent handover from one generation of leaders to the next. The new Premier is Li Keqiang, and if the rhetoric is to be believed he intends to shake things up a bit. The normally sober language of Chinese heads of state has been replaced by something you might expect from Boris Johnson or George Galloway. Li has said the process of change that China needs to go through will be 'very painful and even feel like cutting your wrist'. The first area he wants to tackle is state control of the economy. Government has been setting prices rather than the market. Mind you, if you were around in nineteen sixties Britain with its retail price controls this is hardly a new idea. Real lending rates have been allowed to fall below zero on occasion, while fuel costs are kept artificially low to encourage manufacturing. Many of these companies will be hit by rising costs as prices are allowed to revert to market norms. Businesses will also face big hikes in lending costs. Government sector lending rates have averaged just two point four per cent on the last decade, but in the shadow banking sector they're usually ten per cent or higher. Talking of shadow banking, its purpose may be noble but the way its been done is not exactly transparent. Often the capital is raised from middle class investors who are promised great returns without too much information on where their money is going. Sometimes it unravels, as in the recent case of the weirdly named Credit Equals Gold Number 1 product sold by many of the state banks. It raised over three hundred million pounds which it loaned to a coal mining company. The mining sector is not for the faint hearted at the best of times, and this miner went the way of many others. It crashed and burned. In a heart warming touch of déjà vu, the fund has been rescued by the Chinese government at the taxpayers expense. The government has forced a big contraction in this source of capital, which has gone from plus nineteen per cent in the first nine months of twenty thirteen to minus eighteen percent in the final quarter. This slows down fixed asset investment in infrastructure projects like roads and railways, which in turn has a big impact on the global commodities market. In part two of this episode next week I'll look at what these changes mean to Western investors trying to profit from the China phenomenon in the coming decade. The Chinese Exclusion Act is a deeply American story – about immigration and national identity, civil rights and human justice, and how to define who can be an American, and what being an American means. The film examines the economic, cultural, social, legal, racial and political dimensions of the Chinese Exclusion Act of 1882, a controversial piece of U.S. federal legislation that singled out one race and nationality for special treatment. The film depicts the forces and events that gave rise to the Act; and the effect it has had, and continues to have, on American culture and identity. Repealed after 61 years in 1943, but still de facto in effect as late as 1968, this landmark piece of legislation – and the dramatic social, political and economic circumstances behind its enactment, implementation and eventual repeal – is seen through the remarkable lens of Ric Burns and Li-Shin Yu revealing key aspects of American culture, society and evolving national identity – at a critical phase in U.S. history, as America grew from a fledgling republic to a global superpower. The Letpadaung conflict (22 December 2014) Violence is continuing at a Chinese-run copper mine in Myanmar, also known as Burma, as protesters continue a standoff with security forces over plans to expand the mine. At least two people were hurt in clashes Tuesday, one day after one person was killed and 20 were injured in violence at the Letpadaung mine in the northern part of the country. Protesters were continuing their campaign to stop mine expansion that would force villagers to be relocated.
