Britain's Queen Elizabeth II has sent the Philippines a message of condolences in the aftermath of Typhoon Ompong (Mangkhut), which battered northern Luzon over the weekend, resulting in dozens of deaths. In her message to President Rodrigo R. Duterte dated September 18, the Queen said: “I was deeply saddened to learn of the loss of life and the devastation caused by Typhoon Mangkhut. Prince Philip and I send our sincere condolences to all the victims, to those who have lost loved ones, and to those who have seen their homes and property destroyed." “My thoughts and prayers are with all those affected by these tragedies," she added. Earlier, the Philippine government, through the Department of Foreign Affairs (DFA) thanked the foreign states and international organizations that offered aid in its recovery and relief efforts following the onslaught of "Ompong". Australia, France, Canada, China, Israel, Japan, New Zealand, Singapore, South Korea, Switzerland, Thailand, the United Kingdom, and the United States were among those that offered humanitarian assistance to the victims, DFA Secretary Alan Peter Cayetano said. As of Thursday, the National Disaster Risk Reduction and Management Council reported that the number typhoon-affected Filipinos already increased to 1.43 million, at least 139,609 of whom are being served inside and outside evacuation centers. President Rodrigo Roa Duterte inspected one of the three ships of the Japan Maritime Self-Defense Force (JMSDF) Escort Flotilla Four, the JS Kaga (DDH-184), docked at the Alava Pier in Subic Freeport Zone, Zambales. The JS Kaga is Japan’s largest military ship. It is a helicopter-carrying naval vessel built for defensive and disaster-relief operations. The other two ships making a port call include the Akizuki-class destroyer JS Suzutsuki (DD-117) and the Murasame-class destroyer JS Inazuma (DD-105). Upon arrival, the President was accorded with military honors. He then proceeded to a courtesy call by Japanese Parliamentary Vice Minister of Defense Keitaro Ohno, Japanese Ambassador to the Philippines Koji Haneda, and Escort Flotilla Four Commander Rear Admiral (RAdm) Tatsuya Fukuda. Thereafter, President Duterte was ushered to a shipboard tour and inspection of the JS Kaga’s facilities including its medical room, memorial history room, and flight deck. The article, "Rise of the Strongman" is on a global trend in favor of "more muscular, assertive leadership" embodied by US President Donald Trump and Russian President Vladimir Putin. "In every region of the world, changing times have boosted public demand for more muscular, assertive leadership. These tough-talking populists promise to protect 'us' from 'them.' Depending on who's talking, 'them' can mean the corrupt elite or the grasping poor; foreigners or members of racial, ethnic or religious minorities. Or disloyal politicians, bureaucrats, bankers or judges. Or lying reporters," the TIME article reads. "Out of this divide, a new archetype of leader has emerged. We're now in the strongman era." Duterte remains popular in the Philippines, where many seem to agree with the government's heavy-handed campaign against illegal drugs. Three in every four Filipinos said they have "much trust" in Duterte, down from 83 percent recorded in December. Ten percent of the respondents said they have "little trust" in the president while 14 percent were undecided. Duterte has also railed against criticism and concern from foreign countries and international organizations, telling them to stop meddling in Philippine affairs. In March, the Philippines announced it is withdrawing from the International Criminal Court because of supposed meddling by the court's prosecutor, who had announced a preliminary examination into alleged crimes against humanity in the war on drugs.

If the Filipinos managed to secure this competitiveness and managed to fix the shortcomings on entrepreneurship, taxation and opportunities, the country will lead its people on where it supposed to be. A country with plenty of potential, underrated by the foolishness of its people. The Corruption which had turned into a cultural norm. The discipline that is fading away. From all Filipinos all over the world, do the country have a chanced? Do this country can show to the world that it has a potential and it can surpass that potential? Questions remain unanswered on the alleged irregularities in the 2016 national elections during the Senate inquiry on Tuesday (July 31). Senator Aquilino Pimentel III, the chairman of the Senate Committee on Electoral Reforms said they were “frustrated” with the explanations of the Commission on Elections (Comelec) on the matter, especially the alleged transmission a day before the elections, supposedly “a quiet time.” It was a concern earlier raised by Senate President Vicente Sotto III who claimed that a reliable source handed him confidential information regarding the activities that altered election results. Based on the resolutions released by the Comelec, the final testing and sealing were conducted from May 2 to 6, but can be extended to May 9 if necessary. The transmission test was done on May 9, the day of elections. But Sotto claimed that as early as May 8, there was already a transmission of data happening in Bicol areas. Citing his source, it was done by an IP address which was of a clustered vote counting machine or precinct count optical scan (PCOS). During the inquiry, Sotto asked the Comelec for the transmission logs from May 8 to May 9 but the poll body presented logs only on the day of the elections on May 9 and none on the day before. Citing his source, whose legal counsel was Atty. Levito Baligod, Sotto believed such activity before the election day is highly irregular. Baligod affirmed the Senator’s claim. “There was a queue server used which was unauthorized and which was malicious,” Baligod, the counsel of a witness to the early transmission, said. Former Biliran representative Glenn Chong, one of the resource speakers in the hearing alleging election fraud, claimed otherwise. “Wala pong May 8. There was no transaction what so ever in May 8,” he said. Credibility questioned During the hearing, Chong’s credibility was questioned as he was being linked to the 2016 Vice Presidential Candidate Bongbong Marcos. Senate Minority Leader Franklin Drilon cited two letters from Marcos’ legal counsel Atty. George Garcia where Chong was named as one of the Marcos’ camp’s representatives. Chong denied the claim. Because of this, the senators grew more puzzled over the content and origin of the early data transmissions. The Senate committee asked the poll body to submit written explanations on the said issue subject to further study on the alleged 2016 poll fraud

ADB projects the Philippine Economy to grow by 6.8% for this year. It was driven by robust domestic demand, we see this period as a golden age. It is the highest economic expansion in over 40 to 50 years.” “This growth will be sustained in 2018 and 2019.” “Along with domestic demand, the government’s infrastructure investments will fuel the country’s growth in the next few years, supported by a sound economic policy setting,” Bird said. “We expect this growth to further lift wage employment numbers, add to household incomes, and benefit more poor families across the archipelago.” The ADB said investments would be supported by large public infrastructure projects that include the Philippines’ first mass transit subway. “If we are experiencing a golden age of economic growth, this did not happen overnight. First of all, it took a lot of work,” Finance Secretary Carlos Dominguez III said at the regional press launch of the Philippines’ hosting of this year’s 51st ADB Annual Meeting. Dominguez then gave credit to the administration of former President Gloria Macapagal-Arroyo for surviving the 2008 global financial crisis, the deepest world recession for a generation. The finance chief also lauded Arroyo’s successor, Benigno Aquino III, for providing the country with “a lot of cash savings” that helped the current government. But “more importantly, the Filipinos elected a very dynamic leader in President Duterte, who has a vision for his country,” Dominguez said. In its Asian Development Outlook report, the ADB kept its 2018 growth forecast for the Philippines at 6.8 percent, faster than the 6.7 percent clip in 2017. For 2019, the Manila-based multilateral lender said the Philippine economy will likely accelerate to 6.9 percent. The ADB’s projections were below the government’s 7-8 percent target set for this year until the end of Duterte's term. The current government plans to spend more than P8 trillion on infrastructure to spur gross domestic product growth until 2022. “We have a very young and talented workforce. Our average age is 23, and these are people who have very good basic education, willing to work, and have the interest to be trained,” Dominguez said. “We also have very mild inflation worldwide for the last seven or eight years. CLARK GREEN CITY | Pampanga, Philippines The Philippines has an ambitious plan to deal with its capital's pollution woes—build an entirely new, sustainable city 75 miles from Manila. The proposed New Clark City will be larger than Manhattan and house up to two million people, Business Insider UK reported May 9. The project's current price tag is $14 billion, and it will be funded through private-public partnerships. New Clark City will feature innovative green technology like electric, driverless cars and buildings designed to be energy efficient and conserve water. Two-thirds of the city's area will be devoted to farms and green spaces in an attempt to reduce carbon dioxide emissions. The New Clark City website describes it as "A destination where nature, lifestyle and business, education, and industry converge into a global city based on principles of sustainability." The city is also designed to be resilient to disasters caused by climate change. At 184 feet above sea level, it should be largely safe from flooding. Further, the green space means that rivers have room to expand without flooding infrastructure, the Thomson Reuters Foundation reported in March. "The objective is not simply to build a disaster-resilient city, but rather a successful, innovative and economically competitive city that is also disaster-resilient," RAND Corporation researcher Benjamin Preston told the Thomson Reuters Foundation. The project is being developed by the Bases Conversion and Development Authority (BCDA), owned by the Philippines' government, and the Singapore urban planning firm Surbana Jurong. According to BCDA President Vince Dizon, the government is working to develop the new city as quickly as possible while making sure it retains its green design. "We need to strike a balance between fast-paced development that maximises value for the private sector, and protecting open spaces and making the city walkable, green and resilient," Dizon told the Thomson Reuters Foundation. President Rodrigo Duterte on Thursday welcomed White House National Security Advisor John Bolton’s attack on the International Criminal Court (ICC). The United States earlier threatened to arrest and sanction judges and other officials of the ICC if it prosecutes any American who served in Afghanistan on the basis of war crimes. The US has not ratified the Rome Statute which created the ICC. Bolton called the Hague-based rights body “unaccountable” and “outright dangerous” to the United States, Israel and other allies, and said any probe of US service members would be “an utterly unfounded, unjustifiable investigation.” “If the court comes after us, Israel or other US allies, we will not sit quietly,” Bolton said. In a speech before soldiers in Camp O’Donnel in Capas, Tarlac, Duterte welcomed Bolton’s comments on the ICC, saying it was something “refreshing to us." “It’s good that there is an international pressure sa ICC kasi binul-shit sila ni Bolton. He’s really a very far-right dyan sa America. Baya ni [US President Donald] Trump,” he said. Bolton said the US was prepared to slap financial sanctions and criminal charges on officials of the court if they proceed against any Americans. “We will ban its judges and prosecutors from entering the United States. We will sanction their funds in the US financial system, and we will prosecute them in the US criminal system,” Bolton said. “We will do the same for any company or state that assists an ICC investigation of Americans.” Duterte himself is facing complaints before the ICC over his war on drugs and his supposed role in the alleged death squad killings in Davao City, where he ruled as mayor for over two decades. President Rodrigo Roa Duterte led the inauguration of the Northern Mindanao Wellness and Reintegration Center (NMWRC) in Malaybalay City, Bukidnon on August 3, 2018. It was on March 25, 2017 when President Duterte visited the Province for the groundbreaking of the proposed rehabilitation center. The five hundred (500) million worth facility was donated by Mr. Kitson Kho of the Friends of the Philippines Foundation and Kinming (Xiamen) Real Estate Co., Ltd. to the Government of the Philippines. The NMWRC would combine the process of detoxification, rehabilitation, sports, and recreation; education and skills-training under one roof. Its goal is to turn drug abuse treatment from compulsory to voluntary. Standardization, humanization and modernization shall be the guiding principles of the center. Drug abused patients would have a minimum of a six-month stay in the facility wherein they would be rehabilitated under the Therapeutic Community (TC) program of the NMWRC.
